Debian is a free software project that produces Debian GNU/Linux, one of the oldest and most widely used Linux distributions. Started in 1993, it is run entirely by volunteer developers under a written social contract and constitution, with major decisions settled by general resolutions that all Debian Developers vote on. The project maintains tens of thousands of packages along with the dpkg and APT tooling, and its releases form the base for many downstream distributions, including Ubuntu, which puts Debian underneath a large share of the world's servers and container images. It is unusual among large open source projects in having no corporate owner and no headquarters, so its votes are a rare public record of how a self-governing developer community settles contentious policy.
