Anthropic Offers Governments 40% Off Claude

GSA expanded its OneGov deal with Anthropic on Oct. 27, 2026, offering 40% off token-based Claude usage to federal, state, local and tribal governments as a $1 offer expires Oct. 31.

The U.S. General Services Administration on Oct. 27, 2026, expanded its OneGov agreement with Anthropic, giving government buyers 40% off token-based usage of Claude models and opening the deal to state, local and tribal governments. The new terms replace a $1 introductory offer that is set to expire Oct. 31, according to FedScoop and Nextgov/FCW.

Key takeaways

  • Agencies get 40% off token-based usage across Claude models available to the government, including FedRAMP-authorized environments, with no minimum purchase.
  • Eligibility now covers all three federal branches plus state, local and tribal governments; Anthropic says territorial governments are included too.
  • Anthropic estimates the discount will save the government $1 billion. GSA puts total OneGov savings at more than $1.8 billion.

What the Anthropic GSA OneGov deal covers

In its announcement, GSA described "steeply discounted, consumption-based pricing on all Claude models available to the government." Agencies can buy directly from Anthropic, through resellers or through major cloud platforms. Neither GSA nor Anthropic disclosed a term or end date for the agreement.

Anthropic's own post says the discount applies to Claude Enterprise, Claude for Government and the Claude API. It is the first time the government price applies across every Claude product surface. Purchases through cloud providers will follow "in the coming months," the company said.

From $1 per agency to pay-per-token pricing

The original OneGov deal, announced Aug. 12, 2025, gave each participating agency up to a year of Claude for Enterprise and Claude for Government for a nominal $1. The new deal drops that flat fee in favor of metered billing, so an agency's bill now depends on how much its staff actually use the models.

GSA says the model "scales with actual use." Analysts are more cautious. FedScoop cited Gartner's view that consumption pricing makes costs hard to predict, and an August blog post by Forrester principal analyst Tracy Woo warning that "a small group of power users can drive a disproportionate share of costs."

How Claude adoption in government compares

Anthropic says about 500 U.S. federal, state and local organizations use Claude. Weekly active users of Claude for Government, which became generally available Sept. 30, are up about eightfold since February, and federal civilian usage has grown about 20-fold in a year, according to the company.

The company also cited a Utah pilot that gave Claude Code to 34 developers across 10 state agencies. Eighty percent had a working environment within 30 minutes, and 71% reported saving more than 20 hours by the end of the four-week pilot. Anthropic did not name the individual officials behind its other examples.

Context: OpenAI and Google deals

The move mirrors GSA's September agreement with OpenAI, which offers 50% off token-based ChatGPT usage for 27 months starting Oct. 1, 2026. Google's Gemini offer of $0.47 per agency expires Nov. 15, and no renewal has been announced, FedScoop reported. GSA says it "will renew agreements where appropriate" as offers lapse.

What's next

Anthropic says a dedicated implementation program for agencies will arrive "in the coming weeks." Claude Enterprise is also working toward FedRAMP Moderate authorization through the FedRAMP 20x program. Separately, Nextgov reported that HHS announced last week its intent to award a sole-source contract for Claude models.

FAQ

Can a city or county buy Claude at the discount? Yes. GSA says state, local and tribal governments are eligible and can buy directly, through resellers or through cloud platforms.

Is the new deal cheaper than the $1 offer? Not necessarily. The old offer was a flat $1 per agency. Under metered pricing, costs rise with usage, even at 40% off.

When does the old offer end? The $1 Claude OneGov offer expires Oct. 31, 2026, according to FedScoop and Nextgov/FCW.
